Rose

If offenders engage with the Rose Project and are committed to changing their life-styles, then they can break the cycle of offending and achieve their goals.

The Rose Project was launched countywide on 2 November 2005.

It is a multi-agency project, aiming to cut volume crime by dealing with Prolific and Priority Offenders (PPOs) who have a Class A drug dependency, or some other issue that leads to their offending.

The main agencies involved in the project are: Police Service, Probation Service, HM Prison Service, Northamptonshire Drug and Alcohol Service (NDAS), and the Drugs Intervention Programme (DIP). In addition, other agencies will engage with the project on a client-need basis, eg CAN, Aquarius, Solve - it, Youth Offending Service (YOT), Housing, Social Services, etc.

These agencies work together in order to deal with some of the countys most active criminals, in an effort to provide a premium service, and offer support and encouragement to stop their offending behaviour, therefore ultimately reducing the number of victims of crime.

The Offenders have been given this status due to their offending history, levels of convictions or on the basis of intelligence about their criminal activities.

Once individuals have been signed up to the Project, members from the Rose Team work with them in order to find out why they have continued to offend, and determine what actions can be taken to tackle these problems which will hopefully bring their criminal career to an end. This may include help with drug or alcohol problems, attending group work programmes, help with jobs, education and training, and with housing issues.

If the offender rejects the offer of help from the Project, or fails to comply with the conditions set out for them, then they are targeted for immediate arrest and will consequently find themselves back in detention.

Detective Inspector Andy Tennet is the Police lead officer on the project, and has a Team of 2 Police Sergeants, 8 Police Constables, and 2 Police Staff, based at Albion House, Northampton and Finedon Police House, as well as a ComPass Analyst attached to the Project.
